Today, I want to address the residents of Garrett County regarding the recently enacted β€œCommunity Trust Act” legislation, which I believe moves Maryland further toward becoming a sanctuary state. 

I will not sit back and allow this bill to become law without a challenge. I have joined sheriffs from across Maryland in supporting a major legal challenge aimed at halting what many of us believe is dangerous legislation that could negatively impact public safety and create additional barriers between law enforcement agencies and our ability to work cooperatively to keep dangerous individuals off our streets. 

This Act places sheriffs in an impossible position by limiting or prohibiting cooperation authorized and/or mandated under federal law. Federal law maintains supreme authority over immigration enforcement, and state laws that obstruct that authority may violate the Supremacy Clause of the United States Constitution. 

I will always fight to protect public safety, uphold the rule of law, and keep our communities as safe as possible. Sometimes, that means speaking up when I believe legislation moves our state in the wrong direction. 

I will never hesitate to advocate for the safety and security of the residents and visitors we are sworn to protect. Additional information will be coming today from Annapolis.
