On July 8, 2025, members of the Garrett County Sheriff’s Office Criminal Investigation Division, along with the Garrett County Narcotics Task Force, Patrol Deputies, and the Sheriff’s Office Animal Control Division, executed a search and seizure warrant along Horseshoe Lane off of Hutton Road. The investigation was related to the Neglect of a Vulnerable Adult and Controlled Dangerous Substance Violations. A search of the residence revealed a quantity of Methamphetamine and Fentanyl.
As a result, the following individuals were arrested and charged with the following offenses: Lisa Kay Kitzmiller, 56 years old, Oakland, Neglect of a Vulnerable Adult, and Possession of Methamphetamine; Chantel Nicole Ashby, 34 years old, Oakland, Child Neglect, Possession of Methamphetamine, Possession of Fentanyl, and Possession of Methamphetamine in a place of confinement; Heather Lynn DeWitt, 44 years old, Oakland, Possession of Methamphetamine, and Possession of Fentanyl; Dottie Delsa Alvey, 32 years old, Oakland, Possession of Methamphetamine, and Possession of Fentanyl; Scotty Allen Hebb, 47 years old, Oakland, Possession of Methamphetamine, and Possession of Fentanyl; Dana Russell Stallard, 45 years old, Oakland, Possession of Methamphetamine, and Possession of Fentanyl. All were transported to the Garrett County Detention Center, where they are currently being held pending a bond hearing. Garrett County Emergency Services and Southern Garrett Rescue assisted on the call.
Sheriff Meyers stated, “This is an example of the dedication and professionalism of the Detectives and Deputies involved in this case. I commended the Detectives for bringing this case to a successful closure, removing illegal drugs from the streets of Garrett County and protecting vulnerable adults and children”. Sheriff Meyers would like to thank members of the Garrett County Emergency Services and Southern Garrett Rescue for their response and for providing safety and medical attention to those involved.
